Even still, some policy makers believed that more needed to be done to make educators accountable for the education of all learners and that the current laws were not as rigorous as they should be. The push for a more unified academic protocol came as a result of varying curricula and expectations across the country that were often lacking in focus, rigor and relevance. Children who lacked education could now make a decent living with their skills. Reforming anything goes far beyond improving it because reform demands fundamental change, not mere tweaking. The Brown v. Board of Education case brought to light the serious inequalities that existed in American schools, including quality of resources, teachers, building structure and transportation for African American and other students of color.
